Shaving question: How do I get closer shaves, and how do I avoid razor bumps?

Alright, lately I’ve been getting razor bumps. Not only that, but I haven’t been able to get close shaves. All my shaves clearly show my hair stubbles. This wasn’t the case in the past. Maybe my facial hair has gotten thicker within the past year or so (I’m in my mid 20′s)? So it’s harder to get a closer shave?

I like having a smooth soft face.

What’s the best way to both

I use a Gillette Fusion razor (not the one with the battery).

Should I use electric shavers? Should I clean the razor with alcohol or something to prevent razor bumps? What about Nair? Or magic shave?

Basically I want to put an end to the razor bumps, and get closer shaves for smoother skin.
