How Close Do Foil Shavers Shave?

I’m thinking about switching from razor blades to an electric shaver, but do the foil ones shave close like the razors? And also which shaver is better the foil or the rotary?

Foil shavers do not shave nearly as close as a blade. Rotary shavers do better for me than foil types but nothing beats a blade.
