Cheap Electric Shaver

New to shaving plz help?

Im 17 and started growing facial hair, I try shaving with a bic blade. I don’t really know how to shave, I just wet my hair and then just use the blade. After that, I rash my face with warm water. I often see small spots, they look like tiny acnes or maybe razor cuts. How can I avoid this? And what is an easy and proper way of shaving. If I get a cheap electric shaver, how can I shave properly.
