Battery Shaver For Men

Is it acceptable for women to put on make-up in public?

and if so, presumably it’s also acceptable for men to shave (with a battery shaver) in public, but I have never seen this.
Again, I’ve seen women put on deoderant in public but never men. Are there different sets of rules for the two genders?
A battery shaver doesn’t really leave stubble provided that you don’t clean it out in public. An emergency touch up of five o’clock shadow before an important meeting is much the same as adjusting make-up
Of course, an alternative would be to hide the shadow with make-up, probably not likely to create a good impression.

Personally I think any grooming should be done before leaving the house, no?
